CSI requirements and moving to another EU country outside UK

Hi All,

I want to understand from user’s experiences, something relating to the CSI (Comprehensive Health insurance) and exercising EU treaty rights.

What happens if a British citizen has a full Private medical insurance (global), and he has an existing condition (say diabetic) which is not covered by the global insurance policy?

There seems to be no global CSI policies that covers for existing medical conditions such as diabetics.

Would this mean this CSI policy does not fulfil the full CSI requirement for exercising the EU treaty rights outside the UK , specifically on the insurance aspect? (assume the UK citizen wants to move to another EU country for self-employment and he is fully self sufficient financially).

There is no exact definition or guideline about CSI except that it should cover in majority of circumstances in host country. Yes you are right that there is no policy/plan which cover preexisting diseases. Usually chronic disease are excluded and preexisting diseases starts to be covered after some time. Avoid cash back/top up plans.
If you intend to use surinder Singh route by moving to other member state then you should work there which don't need CSI.

This is a bit worrying though.
Because, the lack of clear policy on the CSI means that someone who wants to move to other EU member states for self-employment having CSI (which does not cover his existing conditions) means that he cannot exercise his treaty rights at all??

So, this actually means that anybody with, say for example, diabetics, can never exercise his EU treaty rights to self-employment in another EU country, because he is diabetic (since his CSI will always exclude his diabetics cover!!!)

Can't believe this! There must be something to resolve this unbelievable effect of someone's medical condition affecting his treaty rights.

As mentioned before that only the guideline about CSI is that it must cover in majority of circumstances but it does not state anywhere that it should cover in all circumstances. Therefore, any plan (excluding top ups/cash back plans)providing coverage in most of the circumstances in host member state should be acceptable and authorities must be aware that no plan/policy immediately starts covering pre-existing diseases. Remember, there is no need of CSI if working/self employment.
