tier2 general shortage occupation

Hello
Im a doctor and my tier 2 visa was refused due to 2 reasons.
1. SPONSORSHIP was assigned on my old passport detaiks since i made new passport aftr getting COS.
2. I made aplication for tier 2 and claimed points for resident labor market but my job was on shortage occupation list . It was mistake on my side.
My sponsor has aplied for new sponsorship now .
My question is that if job is on shortage occupation does it need any sort of advertisement??? Like as for resident labor mrket.
What is salary requirement for my job in shortage occupation? Mine is 28076 k plus on call suplement per anum
What are the things i shud be doing when i reapply???
Urgent help!!!!

SOC 2211 Medical practitioners
ONLY the following jobs in this occupation code: 
consultant in the following specialities:
- emergency medicine
- haematology
- old age psychiatry
Speciality doctor and equivalent: £37,176 Consultant and equivalent: £75,249

The above is the requirement for shortage occupation medical practitioners.

From the info you have posted your role would not qualify as a shortage based on salary alone.

I am guessing it is a private company that is offering the job and not the NHS

Under position 2211 there are other jobs :
Non consultant non training jobs including medicine and specialities . If u have a look at this again you will find it on position 2211

Only those roles that are listed as shortage in the SOC 2211 are able to be filled without a RLMT.
Sorry the cut and paste did not cover the other roles.
Salary for the roles across the SOC are
Salary rates:
 Foundation year 1 (F1) and equivalent: £22,636
 Foundation year 2 (F2) and equivalent: £28,076
 Speciality registrar (StR) and equivalent: £30,002
 Speciality doctor and equivalent: £37,176
 Salaried General practitioner (GP) and equivalent: £54,319
 Consultant and equivalent: £75,249
Based on the above you are an F2 grade. So the next question will be what role are you going to perform from the shortage list and matching that to the job role F2

Now i am applying again as a fresh case with new sponsorship letter made on my new passport details.
Can you send me a format of cover letter which i want to attach with new application explaining like i am applying again with new cos and previously i made mistake on application like i claimed points for resident labor market test which was not the category of job as it is under shortage occupation.
Sir if u can send me written in sort of professional language that will of geat help realy .
