Hi,

I'm an Irish citizen by birth who's living in the US. My wife is a US citizen and she has two daughters who are also US citizens that I have adopted recently. We plan on moving back to Ireland next year and I wanted to know if my adopted daughters are entitled to Irish citizenship? If so, how would go about that, do I fill out the foreign births register?

If they're not eligible for citizenship, would they get stamp 4 upon arrival?

Yes, they are entitled to Irish citizenship, but you need to apply to the Adoption Authority of Ireland for a Foreign Adoption Certificate. That's only if the Adoption Authority recognise the US Adoption as being compatible with Irish adoption law (I don't think you'll have any problems, but I think the Adoption Authority have problems with adoptions from some US States - Florida springs to mind)

I couldn't find a reference to a foreign adoption certificate, only registering an inter country adoption. Are those the same thing?

Yep, Intercountry adoption is what you're looking for.

So, you register the US adoption with the Adoption Authority of Ireland (using Intercountry Adoption application form), they will check if the adoption is compatible with Irish law, and if it is, they will issue you with a foreign adoption certificate.

You can then apply to the nearest Irish Embassy or Consulate using the foreign adoption certs for your kids, a photocopy of your own Irish passport (and maybe your own birth cert - i'm not sure), and whatever other documentation it says on the passport application form.
