Yes Entry Clearance can be applied from abroad (it is like a visa).

Leave to remain has to be applied for from the UK.

If you solicitor says that Leave to Remain can be applied for from the UK, when someone is from abroad, then that is wrong.

If the person is outside UK, they can only apply for entry clearance.

Okay thanks Obie, if FLR is applied and approved while the applicant is still outside the uk, does the applicant have to apply for entry clearance to enter the uk?

The lawyer seems confused.

You cannot apply for Leave to Remain for a child who is outside the UK.

What is your current status in the UK, and what about your child's father? is he prepared for the child to join you? Is he alive and part of the child's life?

Well that is positive, provided you can show that have sole responsibility and your spouse earns 22,400, then you will be able to bring the child over.
