Weekend visit to UK for Peruvians living in Spain

My wife is peruvian. We both live in the UK. We would like her brother and uncle to visit us from Spain. They have been living in Spain for less than 3 years and do not yet have Spanish nationality or a Spanish passport.

What needs to be done to enable them to visit us here? What, if any, application needs to be made, how long does it take and how much does it cost?

Neither her brother nor her uncle speak english.

UK Visitor Visa, apply at UK consulate in Spain with their Peruvian passports.
You asked if a national of Peru needs a visa to come to the UK as a visitor.

Yes, you need a visa.

If you are applying for a visit visa, or are a national of, or are normally and legally living in Spain, please make your application to Madrid.

If you are applying to our visa section in Madrid, you can now make your application online though the visa4UK website. Please note that you will be required to provide fingerprints with your application.

Please read Guidance - Visitors for more information. Your sponsor, if you have one, may want to read Guidance - Sponsors.

In most cases, eligible dependants will also need visas. Any dependants under 16 years old, included on your passport, can be included on the same form, but those older will need to complete separate forms.

Children as visitors
Children under the age of 18 years need to declare whether they are travelling alone or with an accompanying adult. If with an accompanying adult this person must be named and their name will be shown on the child's visa. The visa will not be valid if the child attempts to travel alone, or with a different adult.

In all cases the visa officer must be satisfied that satisfactory arrangements have been made for the child's care in the UK.

It really isn't hard to obtain this sort of information...

Cost and length of issuance - don't know, it should be on the website.
