English requirement

IELTS done in 2006.Degree taught in English in India and the university name is present on the points based calculator on the home office website.Tier 1 application in 2010 and the extension in 2012 was done based on that.
For the naturalisation application,do I really need to get a Naric certificate? It is very silly that Home office have given me points for English language twice in the past and only now they are asking for a NARIC certificate.
My wife has done Masters taught in English in India.Would she still need to apply for NARIC?
