5 years RC in Holland what if EU citizen left country?

Hi
my cousin she is British citizen (EU) and was living in Holland.
AS she was using her treaty rights in Holland,
her two (Non EU) Brother in Law's got 5 years RC this month.
But now problem is that (EU) British citizen move back to UK and Two (Non EU) brother in law's they want to live in Holland instead UK.
Can anybody tell what will happen after 5 years will they get 5 PR after 5 years or not?

If the EEA national left the country, not only won't they get PR but their current stay is not lawful.
