ICT Long term dependent to Tier 2 General

Hi,

I am holding a ICT Tier 2 long term visa till Dec 2015. My wife holds a Dependent visa. I have the below questions.

1. My wife got a job here in London and her company is ready to sponsor her a Tier 2 general visa. To apply this does she have to go to home country? or Can she apply the visa from UK? Is there any cool off period she has to serve?

2. Can I convert my visa (ICT Tier 2 long term) to Tier 2 general dependent once she gets her visa ?

3. Is there any cool off period I need to serve to apply for Tier 2 general dependent visa ?

4. Can I apply visa from here or I need to apply from my home country?

she will need a restricted CoS (likely to involve her sponsor doing a RLMT) and apply from home country. Skill level needed is NQF level 6 with appropriate salary. There is no cooling off.
