Leaving and reentering the UK when EEA2 is under review

Hello,

I am an italian citizen and I have been living and working in the UK continuously for the last 10 years. My wife is Paraguayan and we got married in April 2014 in Italy. We applied for the EEA family permit for her to join me in the UK and it went all fine. On the 15th August we applied for both EEA2 residence visa for her and EEA3 permanent residence card for me. Few weeks later she received the Certificate of Application stating she can work and she is currently employed. So all good so far.

Now the problem/doubt is the following:
My wife's EEA family permit is valid until the 22/11/2014 however her sister is getting married on the 22nd November 2014 (i.e. the same day) so we need to travel to Paraguay around those dates.
We can certainly ask for the passports back from the HO and go for a week but my doubt is: can she come back to the UK if her EEA family permit is expired and at the UK border we show the COA testifying that her application for EEA2 residence card is under review? Obviously giving that we haven't heard anything back from the HO by the time of the wedding in November?
