Visa for windowed mother with 3 times Visitor visa refusal

Hi,

I am on ILR and my wife is expecting a baby this december.
I would like to bring my windowed mother, who is living by herself in India.
She is 65 and dependent on me financially.
Her visitor visa has been refused thrice for lack of social tie ups and financial independence.

On what visa category can I bring her to UK?

Unless you can prove that she is unable to wash or dress herself and needs constant care which is either not available or you're not able to pay for the care in her home country, then she doesn't qualify for an elderly dependent visa. Under the new regulations it has become virtually impossible to bring a parent in for settlement under this category. As her visitor visa applications has failed there isn't really any other option open to her.
