EEA3 eligibility

Hi All,

I've applied for permanent residence (eea3) but got a refusal on the grounds that I didn't provide comprehensive sickness insurance for the period I was a student.

From 2009-2012, I was studying at university and wasnt aware that I needed sickness insurance. Whilst at uni, in 2011 (oct) I started part time work as an interpreter and in the letter from the home office it says that they accept my period as a part time worker from 2011-now and unless I can provide evidence of CSI that I would have to wait till 2016 to reapply.

Now, from 2007-2011 I worked on Saturdays (3hours for £10/hr) as a private tutor and got paid in cash. My question is, would the home office accept this as I have no proof (no bank statements as it was cash and no employment letter).
Would it be suffient if I wrote a cover letter explaining that I used to work part time and was paid in cash and attached it to the application form?
