Tier 2 Refusal >> New Application - Form Filling

Hi,
My visa was refused as the minimum salary for my job code was not met as per UKBA rules. My sponsor has been kind enough to make a fresh CoS application and has assigned me the new CoS.
Filling the application form online, I am stuck on one question

Have you made an application to the home office to remain in the UK ?
Are they referring to the unsuccessful application which was made earlier ? If yes they would need the Home Reference number to be entered which I don't have, only numbers I have are the unique reference number generated when I filled the Visa application form and other is the post reference number which is on the Visa Refusal letter.
Thoughts ?

Also since a rejected visa application drives one to paranoia to scout through various reasons for rejections and things to be taken care whilst making a new application. Please reply with your suggestions as well.

Yes, they are referring to the refused application you made. answer yes and put your reference number in the space provided. No brainer
