right to work

Hiya, I know unmarried partners etc don't normally get right to work.. what about an over 21 dependant financially dependant on their father?

His application includes his birth certificate and his fathers passport, as well as reciepts of things his dads paid(food, electricity, furniture etc) rental agreement, his dads employer contract and wageslips for 3 months.. the son is an overstayer and has been in the uk for years but has no ties to his home country, all his family are in the uk.

Is it likely he will get right to work on his coa (so he can contribute even a little to the running of household) or should we not get his hopes up?
