Tier 2 (General) - New Sponsor and CoS

Hello,
I am very much new to this forum and visa rules. Kindly help.

I am working for a company based in Bangalore. In UK currently on a 2 months trip on Short Term Skills Transfer Visa.
There is an opening for my technology and the new company is ready to sponsor me.

My questions are:

(1) Is new offer letter and new COS are enough for applying under this visa?
(2) Can i switch from my current visa to this visa and take up the job?
(3) Does cooling off period applies to me?

Could you let us know the exact wordings of UK visa printed on your passport at the moment ?
If it's printed as ' Tier 2 - ICT short term' visa, then you'll be subjected for 12 months cooling-off period, before applying for Tier 2 General with another sponsor employer.

On my visa, it is specified as 'Tier 2(ICT) SKILLS TRANSFER'. Could you please let me know if the cooling off period applies for me?
