Tier 2 General - Change of employment

Hi All

I am in Tier 2 General visa and it was sponsored by my current employer some time back, my job occupation now comes under one of the job titles given under NQF level 4. If I get my new job with same Job tile as current one, then would I eligible to apply for Tier 2 General visa with new employer ? As per the SOC Codes PDF page under "Occupations skilled to NQF level 4" It was given "that the tier 2 applicants can only be sponsored for jobs the applicant is currently in the UK under Tier 2, and has been in Tier 2 since before the changes made on 14 June 2012". In my case my current Tier 2 visa was applied before this time line. I just want to know if I could carry over with same job title with new employer.

please can you also clarify the below points.
At present my partner is out of the UK. And I am planning to apply Tier 2 dependent visa for my partner from the country where she is residing at the moment. Also I understand that I have to mention my Cos number on my partner's dependent visa application form, if I do so., and apply dependent visa as per my current Cos number and once I changed my job with new employer with new Cos number and visa given. Then should I need to again apply dependent visa for my partner. please could you clarify.
