Tier 2 Clarification on Certificate of Sponsorship

Hello,

I have been offered a job from a registered sponsor. I am awaiting for certificate of sponsorship from my employer.

My question is I have not received my final degree grades and marksheet, can my sponsor still provide me certificate of sponsorship?

I will be very thankful if someone can reply to it.

They can assign the CoS but when you apply you'll have to comply with para 16-17 in the T2 policy guidance:

no, if they have an unrestricted CoS allocation available they can assign a CoS immediately, if not they'll have to apply for an allocation through the SMS.

I am switching from Tier 4 to tier 2 visa and I have all the required document apart from the following.

In order to switch from tier 4 to tier 2 I need to prove that my degree was taught in english and I have successfully completed it.

My question is:
As my graduation date is later on the year and I don't have transcripts, can I submit the university status letter on university headed paper that my degree was taught in English and with degree classification?
