eea2 add of documents

hello
I applied for my father dependant on me to stay in the uk with eea2 app but had two refusals, loss of money, and solicitors who don t even pick up the phone after (gross).
refused 1st application because of lack of evidence of dependancy and proof of living togheter.
refused the appeal because judge unsatisfied of proofs.
now I am re-applying on my own but because of lack of time and no support at all I think I miss some documents, but I need to apply right now or else it will worse the situation (asked to leave) so can I submitt other documents (joint tenancy aggrement and some proof that I give him money altough this will be hard because we dont use bank and there is no money transfers....now I really dont know how to proove it anymore) in a sencond moment ? and how to do it please? or does anyone know after the refusal of the appeal how much time do I have before they ask my fathe to leave ?
