British Citizenship after PR

Hi all,
Could someone advise me please, when can my husband apply for BC? We have been together for 9 years. Married for almost 7 years. I received my PR last month. Is it compulsory for my hubby to apply for PR before applying for BC?

Is he here under EEA or UK rules?
