You're not Irish are you? You wouldn't be exercising your rights if you remained in your home country. 2 months is a terribly long time to wait for a decision. What sort of visa did you apply for? On the inis website it says for eu cizitens to initially apply for short stay c visa and it will be fast tracked. I think there's a maximum time but can't remember if it's 2 or 4 weeks.
I think you should tell the board the type of documents you submitted. When I applied for my chinese wife to come the instructions were to be able to prove that: there's an EU citizen (copy of passport), that there is a valid relationship (translated and legalized marriage cert), and that there's evidence that I was residing in Ireland (original utility bill, pps letter letter from landlord). It took them 6 days to reach a decision.
