Special child 2 year funding immigration question

Hi

I am on a Tier 1(G) visa and will be applying for ILR in January. One of the condition of my visa is "no recourse to public funds".
I have a special child who needs special education. The health visitor has applied for 2 year funding (https://www.gov.uk/free-early-education) for early education.

My question is will this be considered as public fund and will it have any effect on my ILR in coming January ?
