Can my new born baby travel to India witout passport?

Hi,

I am Indian. I have baby girl born in UK. She is of just 4 months plus.
Baby's birth registration has been done in both UK council and India embassy.
Baby has got the Indian passport. Now the passport has been submitted to UKBA for visa. We have not yet got her passport back.
We have travel plan to India shortly and flight tickets were also booked considering my mother-in-law tourist visa expiry date.

Please suggest can my baby travel to India without passport as the passport is with UKBA visa department now.
