Spouse Visa - travel to EU

Does the possession of an Entry Permit to UK (while en route to ILR status) as the spouse of a UK Citizen confer any rights on the holder to travel to the EU as a visitor for the purpose of vacation or does the person have to apply for a Schengen Visa as a visitor to enable them to cross the Channel..?

I have found a few threads on this subject but most of them were started well before all the recent raft of rule changes.

If their current nationality requires a visa then they will need to apply for a Schengen visa until they have British Citizenship.

Thank you. In my case my wife needs a visa to enter the EU so that clears that point up.
