28 Days Rule For Docs, Online or Biometric Application Date

Hi All,

I understand there is a rule regarding the bank statement and other earning evidences for Spouse Visa (Outside UK) should not be older than 28 days of application date. Can anyone confirm which date is considered as application date i.e. On-line Application date or Biometric / document submission date.

I tried to check the guidance and found the following which mentions about the date of application, but doesn't specify which date is considered as date of application?

3.3.8. Where Appendix FM-SE requires the applicant to provide specified evidence relating to a
period which ends with the date of application, that evidence must be dated no earlier than
28 days before the date of application.
