German Immigration on Family Ties

Hello There.

Well I'm living here in Germany for last three years on study visum. I'd like to know, is anyone knows if I can apply for permanent immigration on family ties bases as my real brother (blood relation) is German citizen too. Is that possible that I can apply on family ties basis and what is the procedure for that. Can anyone help in this regard.
