what public funds a ILR holder could access?

My son got his ILR this July but an Awards Agency said he could not access public funds. He was told by the Home Office Officer that he had such rights. Does anybody here know Where we could find such written terms? Thank you very much!

How long has he been in the UK? What funds does he want access to? How did he obtain ILR?

Which "Awards Agency"?
Do you think it might be for university loans (Student Loans Company)? That's the only awards agency I can think of.

Thanks for all of your prompt replies. Yes he is applying for University loan. he has been living in UK for more than 4 years as a work permit dependent and got his ILR in July.
I was wondering whether he is eligible to apply or not.

They just said he couldn't access public funds. I want to find what kind of public funds a ILR holder couldn't claim and why. thank you.

Look at this: http://www.ukcosa.org.uk/pages/sseng.htm and then contact UKCOSA for more information. I think he is entitled to a loan, but I don't know anymore, and doubt anyone else here would know much about this either.

Hi sakura, I have already seen this and my son: a. settled; b. ordinarily resent for more than 3 years; and c. Work permit dependant through out.
I really don't know how to explain more to them just want to know what kind of public funds a ILR holder couldn't access. Thanks!

There are no restrictions on an ILR holder accessing public funds. Obviously, each benefit will have its specific rules on residence etc.
