Tier 2 General Visa Cooling off period

Hi,
I was on a Tier 2 General Visa valid from March 2014 to Feb 2017, but unfortunately my Tier 2 visa was curtailed in August/2014 and subsequently I had to come back to India. But I have got a job offer from a UK company and Tier 2 sponsorship. I had secured this job before I came back to India, but since the UK home office did not issue the certificate of sponsorship to the employer before my curtailment period expired I had to come back (UK home office only issues COS on 11th of every month).
Could somebody please advice me if the cooling off period apply to me in this case?

Unfortunately, it does. 12 months from the day you left UK.

UKVI only issues RESTRICTED CoSs on the 11h of every month. You did not need a restricted CoS if you were already here on a T2G. Unrestricted CoS generally are issued within a couple of days. Now you must serve out your cooling off period, unless you are eligible for a visa in another category (spouse, Tier 4).
