If your father petitions for you now your category will be F2B, not F1. When you aged out you went from F2A (unmarried sons and daughters of PR's under 21) to F2B (unmarried sons and daughters of PR's). After your father becomes a US citizen you will become F1 (unmarried sons and daughters of citizens).
If you marry while your father is a PR you will no longer be eligible for any Family Preference category. If your father is a USC, then you will move from F1 to F3 (married sons and daughters of citizens).

This refers to applications which are being processed this summer, so it is only a rough indication of the future.
My suggestion is to get your father to file for you under category F2B now, then upgrade the petition to F1 when/if he becomes a USC. You never know, he may decide not to apply for citizenship or his application may be denied for whatever reason. Applications for naturalization seem to take 6 months to a year, but I'm not sure.
Unfortunately I don't think that the fact that your mother and brother are in the US has much relevance as far as your father's petition is concerned. However, why not ask your mother to petition for you as well?
