EEA Family Permit refused HELP! pls

I'm from Spain and we applied for EEA Family Permit for my wife and stepson (4 years old) to join me in the UK.

My wife forgot to attach the copy of my passport and therefore the applications were refused. Questions:

1. If we reapply and taking into account that their biometric data was already taken when submitting the previous application, can I reapply / resubmit the papers on their behalf? Would my stepson need to be present when reapplying? The problem is that there is no Visa Application Center in my wife's country and the flights are kind of expensive.

2. If we appeal, how long do you reckon will take for this case? Would they need to travel anyway?
