i heard that i can apply for a EEA family permit but under extended family members and i must be dependent on him , is it true ?

also i have been refused a child visitor visa a week ago because i didn't provide documents that proves mu brother current immigration status and circumstances in the uk ,i'll reapply next week so i don't know if i reapply for a child visitor visa again or EEA family permit ? and also will a copy of his french passport is enough to prove his status ?

You need to first show that he is a French Citizen and exercising treaty rights in the UK, as a worker, Self Employed or Self Sufficient Person.

You will need to show you are dependent on him or was a member of his household before he came to the UK.
