Long term visa for mother after getting citizenship

My wife is a British citizen since 2013 :D and now we want to invite her mother. Not immediately, but in a year or two.

Mum wants to come for 2-3 years to help once my wife has a baby, but she isn't interested in staying forever or becoming a British citizen. She has some savings and will have a small pension, but really we would be covering her costs. She would retire from her job in Kazakhstan to do this, but she would still own a house back there and would plan to return. She is in good health.

I've heard helping with childcare is not a valid reason for issuing a visa, on the grounds that parents should pay a salary to an official childminder here (yeah right....) instead of getting family to help, but is there another long-term category we could try? The six-month visitor visa is a bit too short.
