Tier 2 Application for Sponsor Licence Policy Guidance does not tells that whether the Resident Labour Market Test should be carried out before or after making Tier 2 Application for Sponsor Licence

Therefore please confirm that Resident Labour Market Test should be carried out before or after making Tier 2 Application for Sponsor Licence ?

Best to do it before you apply to see if the role can be filled prior to application.
