Priority Service --tier 2 switch

Hello:

I was going to attempt to use the Priority Service for my tier 2 application--I am switching employers within tier 2 general.
I was wondering if this service is still available and if anyone had experience using it? How easy is it to get the priority service if you email them at the appointed time?
