Can I apply for EU Residence card in UK on family visit visa

Hi

Just putting this question on behalf of friend who is French National and want to shift to UK for work . His wife is from pakistan with permanent French resident card currently living in France (she is not French national).

At the movement she got 2 Years UK Family Visit visa. (Not a EEA family permit visa).
Now the question is can she as EU dependant apply for EU UK residence card of 5 years on 2 year family UK visit visa from UK ???

She can enter the UK on her visitor visa and apply for EEA2 but she won't be able to work or study on her visitor visa.

If she gets her EEA family permit beforehand, she would be allowed to work, study, etc.
