Passport witness for Canadian national

Hi,

I will have a Canadian National staying with me on a tourist visa in dublin. We are planning to submit an application for the 2year working visa during this time. One of the steps requires the Canadian to have their passport witnessed. Can anyone here tell me where we would have to go, is it just a local garda station or the GNIB or passport office? Anyone have any past experience with this. The visa is being done through swap Canada and they state it has to be in a garda office. Very confused on this topic so any help would be great.

Can't be done here you should have applied in Canada sorry

We have been told it can be done here by the company. You can apply for an Irish visa anywhere in the world including Ireland. We are told there steps just change as in we have to have the passport witness by an authority, which is what my questions is asking. Can you reference me somewhere where it states we can't apply while she's here?
