rentbook proof of address?

is a rentbook a proof of address to get PPS numbers etc etc the place we are renting i was told today we will get our rent book soon

its better for u to get letter from the person with whom ur living stating that ur living with him and a bill on his name.

yeah we can do that to, so we submit letter, rentbook and a bill and that covers where we live ok?
