Proof of proficiency in English

I am an Italian national who has lived in England permanently since 2007. I am married to a British national and have two children, both are British nationals.

I have decided to apply for British citizenship and passed my Life in the UK test in August and I hold a Permanent Residency Card. I have a degree in Languages awarded by an Italian University (English and Spanish) and completed a PGCE in the UK in 2006.

I am not sure if my degree and/or my PGCE are enough to prove that I can read and write in English without me having to take yet another test. The NARIC doesn't know, my lawyer does not know, there is no way of contacting the Home Office and I am seriously stuck. I need to know of I have all the requirements to start off the application process.

Also, can somebody clarify if I need to wait two years before applying?
