Renewal of UK spouse visa

I have been given conflicting advice about when my wife can apply to RENEW her existing UK spouse visa. A solicitor on on-line and an agency both said it can be after 29 months and 2 days from her arrival in the UK. Another source has told us it must only be within 28 days of the visa expiry. The text of the UKVI guidelines is unclear IMO hence the confusion.

Can anyone tell me if it can be after 29 months 2 days of arrival in UK or if it must be within 28 days of the visa expiry.

The solicitor was correct.

The wording UKVI use is:

"They should make that application NO MORE than 28 days before their leave is due to expire."

That reads to me like its 28 days before the visa expires - as opposed to 30 months' residence minus 28 days (29 months and 2 days)?

To clarify, we are seeking to use the same day premier service UKVI provides if that makes any material difference to the response.
