2nd time application for ICT short term

I had been in UK on ICT short term with COS start date 25th March'13 to 24th March'14. I returned from UK on 24th March'14.
My 1 year cooling off should end on 24th March'15

At what earliest date can I apply for ICT short term? Should application for COS be made after cooling off period ends?
Can my new COS start on 25th March'2015 ?

You new "application" should be on or after 25th March. Since you are outside UK, the date of payment is usually considered the application date. Ideally, COS should be few days after the application date. Plan accordingly.
