Getting a Brazilian back to the UK

My boyfriend and I want to be together and we are willing to get married to make this a reality. We have been together for 16 months (8months in the UK, 6months in Brasil, and a total of 2months in our respective countries where we are now). I graduated with first class honors in a science last year and as such I have not had any earnings over the 18,600 mark ever which I believe rules me out for a number of visas for my partner. He is a highly educated Dr. (pHD) in engineering of biomedical plastics and conducted one year of his study here in the UK which is how we met. Both of us with our level of education are expected to earn salaries upwards of the 22,000 mark from day one.

Ok so that's the picture painted, we want to be together and we want to work.

I have been planning on getting a highly paid job (20,000+) in order to sponsor him so as we can get married here, and then he can stay and look for appropriate work. However, I have taken a look at the Annex FM Section FM 1.7: Financial Requirement form and it states under Category B (in a job of less than 6 months) that "5.3.9. Second, the person must in addition have received in the 12 months prior to the date of application the level of income required to meet the financial requirement,... ". As I say, I'm a graduate and I spent 6 months out of the country so I certainly have not earned the 18,600 levels that this asks for.

So correct me if I'm wrong, but it seems like there is no way to get him here.
(And for that matter, how is anyone supposed to ever bring in a foreign spouse? The rulings appear to cater for an impossible circumstance, you can't be in a real relationship with someone whom you haven't lived with for 2 years (or be married to or whatever) and be earning X amount to meet the financial requirements, unless they were a student for the duration of the relationship whilst the UK citizen was working.)

How can I get him back, perhaps through another known route? Am I going to have to live in Brasil to be with him again? And if so for how long - until the laws change?, indefinitely?
