When should I request for a Cos

Hi all Please help me.

I am on T2 general visa, my visa Expires on AUG/2015
In sms Site we dont have any cos allocation, when should we need to request for Request additional CoS: there is an Add button but it shows the expiry date as 05/04/2013

Can you please help I am in a big confusion.

Can you please tell me the process after Requesting COS.
