It is VERY difficult for companies to do this and remain legal. I only know of one, and I am not sure if they still are legal as it has been some years since I worked on their accounts. The problem is that, in order for it to remain legal, the sponsoring company has to show that they are providing services, not manpower, and that they are a genuine employer. The Home Office need to see a contract between them and the end user. If this is not supplied, then the 'employing' company is really just bodyshopping, which is illegal.
