My wife's daughter has been accepted into a graduate studies program at Edinburgh Napier University beginning in September 2015. We are trying to investigate the various options available to her in the UK. While I am reasonably familiar with immigration issues in Canada, where we live, I am woefully ignorant about this subject in the UK.
She was born in Romania but came to Canada when she was two years old. As such, she is a citizen of both countries and has a passport from each. So basically we have questions about three areas. First, can she enter the UK using her Romanian passport and remain there for the two years of her studies? Does she need any kind of student visa or permit? Secondly, as a Romanian citizen is she eligible to work part-time in the UK? Will she need to apply for a work permit? And finally, the university has a considerable reduction in tuition (more than 70 percent) for those who are from EU countries. They have told her the EU tuition rate applies only to those who have lived in an EU country for the immediate past three years or longer. Does the university have the right to impose additional requirements over and above those that would qualify her for residence and employment in the UK? Does she have any legal rights to appeal a decision if they refuse to grant her the EU tuition rate.
Any advice in this matter would be appreciated immensely.
