For spouse visa, while appeal, can I re-apply

My wife applied for spouse visa but failed, due to lack of original documents she submitted at her interview in visa centre in Japan, - we do have all required original documents, just she did not receive them in time for her interview, hence not able to submit, because the post office had sent them to Poland by a silly mistake! -

So she was refused and told she could appeal.

And we did submit the appeal online including the paying of the £80.00 appeal fee.

Now we kind of realised the appeal process might last very long ( anyone knows exactly how long, please? btw), and we are thinking to re-apply might be quicker and easier, but not sure about if we need to stop the appeal (how to? ) before we can re-apply? Or can we just re-apply disregarding the appeal process?

and because this hesitation, we did not send in the documents yet, though we have paid and applied online.

your wife can re-apply without withdrawing the appeal, see para 20:

Many thanks for your confirmation on re-apply. We will probably go this direction, so it seems.
However, if not too troublesome for your great understanding of the matters concerned, I would like to be enlightened too on whether it is really so that the appeal process is for sure that lengthy, that it is surely worthy of losing the £80.00?
You see, re-apply, on the other hand, also means we lose £900.00 of our first application.
