Family visit for my brother in law

Hi,

This document provides the list of family members who could apply for a Family Visit visa

My wife's sister and brother-in-law are planning to visit us. Can her brother-in-law also apply for Family Visit Visa? The above document does not mention brother-in-law. Both my wife and myself have ILR and I am inviting them.

Can someone please clarify?
