supporting evidence when EEA national has PR

We are just reapplying for a family permit for my daughter, and most of the supporting documents are still with he High Commission in Kingston with a recently refused application (see my post about dependency for a 15 year old)

Could someone please tell me
- whether we even need to submit my wife's (the EEA national) payslips, as she has permanent residence document (blue card)? According to this, you don't https://www.gov.uk/family-permit/docume ... st-provide : "You must show that your EEA family member has a permanent right of residence or is one of the following if they’ve been in the UK for more than 3 months"
:
- whether copies of the blue card and her passport need to be certified ? This seems to say no https://www.gov.uk/government/uploads/s ... permit.pdf , but here it says it must be certified https://www.gov.uk/family-permit/docume ... st-provide "your family member’s valid passport or national identity card (or a certified copy if you can’t provide the original)"
An if the passport copy must be certified, does it have to be certified from the issuing countries embassy or can it be done by a solicitor?

If your wife has a PR card (EEA3), obtained after 5 years of exercising Treaty in the UK, that is good enough for the EEA Family Permit application. Neither the form nor the guidance notes ask for a certified copy of the EEA citizen's passport, it just asks for a copy. If they have an issue with it, you could always point them to the guidance notes.
