Note from 6 April Uk will be issuing bometric residence cards to family members of EU Citizens

"Residence card (biometric format)
Successful applicants will receive a residence card (RC) in a new biometric format. The cards are similar in design to the biometric residence permit (BRP). They are the size of a credit card, and show a person’s personal information e.g. name, date of birth and nationality, status in the UK and a photograph.

Please note: the RC is different to a BRP, which are issued to certain non-EEA nationals who are subject to immigration control. RCs are issued to non-EEA nationals who have a right of residence in the UK under EU law."

According to this link it looks like the UKBA wants every non-EU applicant to start to pay 200 pounds a year for NHS.
However, the document says that
Those making an immigration application related to an EU obligation, such as an application under the Turkish European Communities Association Agreement, are exempt
Could someone please help me and clarify whether it is correct that if I want to apply for EEA2 this NHS fee is not applied to me?

Regarding the Immigration Health Surcharge I can't say anything definitive. I would say it's almost certain that EEA2, or what seem now to be called EEA(FM), applicants don't have to pay. But in the current electoral atmosphere it would be a brave civil servant who spelled that out in bold letters.

Evidence for not having to pay: I registered on the payment site and there was no mention of EEA-route applications among the popup options.

It doesn't apply to EAA2 applicants
