EEA Route for brother

Hi,To all

I am british national living in Germany.I moved last month from united Kingdom.now applied Self employment in Germany,Got Identification number from local burgamnt. and and Learning Deutsch language.my question is that My brother was living with me from Last five year in uk on student visa.he is still studying.Can He use Freedom of movement with me in Germany or can he apply EEA route to join with me?
