no record in HO

I applied for ILR through an OSIC registred representative. HO refused to accept myapplication because they dont have my records in cryoden office. They suggested to leave the application and they send it by post or they want me to apply by post. I would like to know from senior memebers is it common thing in HO or is there any problem in my applicaiton. Iam worried plz suggest.

Iam on wp for 4 years and ie sep 2002 to sep2006 and HSMP oct 2006 to oct2008.
