Tier-2 General Visa - Change of Emploer

Hi,

I've a question regarding my friend.

He is currently staying in India. And he is having a valid Tier-2 General Visa, issued around 6 months back from a employer in UK. But till date he didn't travel to UK. After getting the Visa, the employer was saying that he didn't have enough projects here. So he is asking him to stay in India till further notice.

Now he got another offer from different employer. Can he apply for Visa with a valid CoS (Change of employment).
Or is change of employment CoS valid for people who are in UK only?

He can apply for a new visa with a new cos issued to him.

Thank You for the reply.
In Cos what should they mention. I mean it should be "Change of Employment" or "New Hire" as he didn't travel yet to UK with his first Visa.
As from my friend words, he already been issued with CoS as Tier 2 Change of Employment, At this instant, do he need to ask his present sponsor to withdraw the sponsorship before he apply VISA with new sponsor or can directly apply visa without intimating to present (old) sponsor.
