Spousal Visa Application - Bangladesh

I've been married for two years and trying to bring my wife from Bangladesh to the UK. I am currently receiving Employment Support Allowance for two months due to mental health. Does this exempt me from providing the income threshold of £18600? How would I be eligible for DLA? Please kindly advise me on where I can seek help due to my mental illness, any useful contacts or solicitors would be greatly appreciated as I am unable to do most things without assistance.
